Use GitHub Actions #69

This PR drops AppVeyor/Travis in favor of GitHub actions with extra functionalities

Packaging

pushing to master generates Ubuntu packages for Xenial, Bionic and Focal (i.e. 16.04, 18.04 and 20.04) which are pushed to a bintray repository
instructions on setting up this repository are in the README
debian folder containing the required files to build the package are in the repository

Tagging

tagging with vX.Y.Z will also generate a package build for the same distributions and upload to a different bintray repository
instructions on setting up this stable repository are in the README
the tag is rejected if PROJECT_VERSION in CMake doesn't match or if an entry has not been properly added in debian/changelog
