check python availability through PYTHON_EXECUTABLE #526

Hi,

This PR allow SEARCH_FOR_BOOST_COMPONENT to work with only PYTHON_EXECUTABLE, because we don't necessarily have (or need ) PYTHONLIBS_FOUND
