MCControl crashes if ROS plugin fails to load #2

If mc_rtc was built with the ROS plugin but the plugin fails to load during startup MCControl crashes which might lead to Choreonoid crashes (see https://github.com/jrl-umi3218/mc_rtc/issues/11) this shouldn't happen

Note: this might be an issue with mc_rtc global plugin system in general
