This PR adds Ubuntu Jammy (22.04) support to the build_and_install script

This also enables CI for 22.04.

Some points:

defaults to and enforces Python 3 only
work around issues with libgeos++-dev in Ubuntu 22.04, I'll refrain from adding 22.04 packages
ROS support not enabled, that requires porting the plugin to ROS2

I will publish APT packages once I work out the last two points
