Removed configuring Version.hh into source tree when in subproject
Generate Version.hh in ${CMAKE_CURRENT_BINARY_DIR}/PTL instead of ${CMAKE_CURRENT_BINARY_DIR} since include statement should be#include <PTL/Version.hh>
