Our current changelog generator action heinrichreimer/action-github-changelog-generator hasn't been updated for a few years and is starting to get unreliable. We'll need to find a new action, or maybe whip up something that uses the same generator that it uses under the hood.

Just saw towncrier today and it looks like a decent candidate. It generates a nice changelog for tox.
