HE-KV1 RCS missile guidance seems to avoid the target in orbit
STEPS TO REPRODUCE
Make a testbed vehicle with radar, HE-KV1 missiles. Jernas turret will do.
2, Attach some kind of probe with a 10m inflatable heatshield for radar cross sectin reasons. Make it controllable and decoupleable. Don't forget a weapon manager.
Launch and use the set-orbit cheat to get it up in orbit.
Decouple probe, inflate it's heatshield, switch teams, and steer away from testbed vehicle.
Switch to testbed vehicle, target probe with radar.
When the probe is a respectable distance away, fire an HE-KV1 missile either directly at it or at the indicated target lead point.
Missile appears to track, but then steers away from the target using the RCS thrusters. Testbed radar lock is maintained for the entire duration.
Even when firing directly at the target at <10km, the missile elects to steer away laterally and then turn in circles later on.
