We should add user control of layer.setOnPanel

on_panel= as boolean (0,1) default true

on_panel has been added; it has 3 values, 0,1,2, just like most other 
variables. I'm
not sure if 2 has any relevance or interpretation in the spec, but it doesn't 
hurt
and is consistent with the rest of the "boolean" variables (referred to as 
"trit"s in
the code)
