No restart needed when adding >2 agents to manage_agents #10

Upon exiting manage_agents after adding the second or further agent, it states:

\ You must restart the server for your changes to have effect.

This is only true for the first agent, not subsequent ones. I suggest the message read:

\ You must restart OSSEC for your changes to have effect.

This would avoid needless restarts of the server, itself, and the message should only appear if only one agent has been found in client.keys.

To only show 'restart OSSEC' after adding the 1st agent, is yet to be fixed.

My change does not actually address this issue. The issue is that the text should only be displayed if no agents have already been added to the system.
