There are two executables on the Windows side that aren't really needed. Windows already has command-line and GUI tools to manage services. The ossec restart-agent active response doesn't even use these utilities. Perhaps the installer does, but that's easily addressed. Less code means less to maintain, less that can go wrong and an easier build to audit.
This is not a show-stopper for 2.7.1.
