Fixed contract prestige selection #635

Weights for Significant prestige was calculated wrong. So under some curcumstances those won't be generated at all (Trivial or Exceptional contract would be chosen instead)

Seems like pretty major thing for Contract Configurator

Thanks, not sure how this one slipped by for so long. I've manually merged it for the next release.
