If this is with the current 1.2.0 version that may not been Crew R&R doing it. I broke a few things, and a total rebuild is in progress for most contracts.
Even if it is not, please let me know. It may have something to do with the kerbal needing to be "Available" before being eligible for the contract. If Crew R&R sets kerbals to something other than "Available" when they are in that state, that would be the source of the issue.
