Investigate incompatibility between Kerbal Academy & Crew R&R #662

Assume there's issues due to the use of the Vacation roster status, but need to investigate. From Gordon Dry on the forum:

it seems that this contract pack is not triggered when Crew R&R is installed - it never shows available Kerbals.

No exceptions in the log regarding CC or Crew R&R

If this is with the current 1.2.0 version that may not been Crew R&R doing it. I broke a few things, and a total rebuild is in progress for most contracts.

Even if it is not, please let me know. It may have something to do with the kerbal needing to be "Available" before being eligible for the contract. If Crew R&R sets kerbals to something other than "Available" when they are in that state, that would be the source of the issue.
