With KSP now allowing External Comand Seats to be filled while in VAB/SPH there is a bug with contracts that load passengers. The external seat is correctly recognized as empty seat but is not filled wenn selecting [load passengers] making it impossible to recover the then non existant Kerbals or when filled with tourist inside the VAB/SPH it will still sugesst to load Kerbals after launch essentially cloning them if internal seats are available. The same issue does not exist with internal seating where manually loaded Kerbals are recognized correctly.
Can be worked around by manualy loading Kerbals and then declining to load Kerbal uppon launch.
