Is this issue still about real fuels and realchute compatibility?

Those were moved to #19.

I can definitely see RP-0 making use of modified upgrade point cost/rates (cheaper expansion to the space center, slightly lower rates, or: only the highest quality staff and equipment, upgrades cost more but you get higher rates).
