Make Strategia be compatible with MonthlyBudgets #76

MonthlyBudgets can be set up to replace funds by reputation and give the monthly buddget calculated by that reputation then.

When Strategia gives funds, these will be scrapped on the monthly budget report ...

So a codewise compatiblity to check for MonthlyBudgets' existance and its setting for "Give reputation instead of funds" should be taken into account by Strategia and so also give reputation instead of funds by the same conversion factor MonthlyBudgets uses.
