Jurisdictions support #9

The Cloudflare R2 Buckets which are restricted to the EU have an alternative URL. But the URL is hard-coded right now.

Would it be possible to support jurisdictions?

@Diewy I can definitely add an additional Settings field for this, but I'm curious if it would work to include the jurisdiction in your Account ID. In that Cloudflare docs link, instead of 4893d737c0b9e484dfc37ec392b5fa8a use 4893d737c0b9e484dfc37ec392b5fa8a.eu.
