Crime Report Creation Page

As a user, I want to be able to report a local crime committed, so it will display on the map and other users can view them. As a user reporting a crime, I want to be able to identify the location, type of crime, time and date, description and the severity of the crime, so that other users can see that data. As a user who is not signed, I want to be sent to a login page so that I can post crime reports

• [ ] When a user attempts to access a protected page without being logged in, they should be redirected to the login page
• [x] Create a view that displays the Crime Report Creation Page
• [x] Create text fields where a user can input the crime details (location, time and date, description, etc.)
• [x] Create a "Submit Button" that handles the submission of the Crime Report and adds it to the database when a user clicks it

Geocode api is having issues with getting coords from street address. Use google maps autocomplete lib instead.
