Add internal cockpit map, console and flood lighting. @bnepethomas

Summary:

Add complete interior cockpit lighting system to OH consisting of:

[ ] Chart Light (Canopy Bow, if exists)
[ ] Right Console Floodlight (FWD)
[ ] Right Console Floodlight (CTR)
[ ] Right Console Floodlight (AFT)
[ ] Left Console Floodlight (FWD)
[ ] Left Console Floodlight (CTR)
[ ] Left Console Floodlight (AFT)
[ ] Left Main Instrument Panel Floodlight (LIP/UIP?)
[ ] Right Main Instrument Panel Floodlight (R CONSOLE?)

These should be an extension of the existing backlighting system.

Evaluate SK6812 LEDs for this application.
