You are completely right. Rehosting the content under a different look and features.

I wanted this domain because it is much easier to memorise.

Previously, that page you mentioned was a separate website (1loc.dev). Later, the repo owner decided to move it to a personal website, probably because of domain costs.

The content repo is MIT and is a collection of 1liners contributed by different people (me included)
