What steps will reproduce the problem?
1. Open log with non-english Unicode characters (ex. Russian) on non-english 
Windows.

What is the expected output? What do you see instead?
I want to see Russian text in log strings (ex. "Неизвестный"), but 
see each byte represended as cp-1251 character (ex. 
"Неизвестный").

What version of the product are you using? On what operating system?
LogcatOfflineViewer_win32_20120505.zip on Windows XP/Russian
