Enhancement: Facilitate sharing of reveiws #100

Apologies if I'm missing something, but after reading the user guide, the
only way I can see to incorporate reviews by my colleagues into our project
is to check in and merge the .jupiter files so that we all have the same
content. It seems to us that it would be easier if the .jupiter file was
to be removed and its content be put into individual review files. Then
instead of opening the project property dialog, selecting Review, and
editing the review from there, you could just open or activate a review
file directly.

Also.. how do I add a Review Issue to a particular review? Once I add an issue
to
one review, I can't add one to a different review.

With respect to the original issue: is there a way to open a review with a new
or
existing Review in the .juptier file? Even using the default Review element
would be
enough.

And can I refresh/update jupiter after I update my .jupiter file from source
control?
(Obviously this wouldn't be an issue if the contents of .jupiter files were moved
into review files).
