There should be accounts for judges and spectators, who will have more privileges than the users.

The judges should be able to view all solutions and test cases, as well as make submissions. However, these submissions should not be used in the scoring or display anywhere except for the judges. Judges should also be able to rejudge things.

The spectators should only be able to view all the solutions and test cases, but not make any submissions.
