Missing msvcp71.dll and msvcr71.dll #24

Looks like there is a dll missing from the install.  It's one of those
mystery dlls.

I believe both files are part of Dot NET. One solution is to add them to the 
installer - the other is to migrate to MinGW, which I'm considering.
