V3 prerelease preparations #1296

These are changes in preparation for publishing V3 packages. The changes include:

bumped lerna-lite to version 2.5.1
added vtree to list of packages in order to sync workspace with lerna
remove version script from core/web packages as these will not be published

@platypii @hrgdavor These changes move the packages slight forward. I will try to publish V3 alpha packages next weekend, after trying a few practice runs.
