rc option; no_annotation_found=attach #81

This is a .taskopenrc optional behavior instead of the error message "No annotation found".

 no_annotation_found=attach

the condition launches an arbitrary script, in this case, #33 , helper script; attach.

Rather than the disappointment of a futile query, this allows taskopen to rapidly attach files.

I named the option "NO_ANNOTATION_HOOK". Arguments are the task-IDs that taskopen queried for annotations.
