Need to develop a game 'moderator' that implements the rules of the game, including:
accepts passes/fails, votes
changes leaders
reports on game status
accepts mission proposals
This probably won't be very complicated since most of this functionality is already in the core classes. It's main role will be to keep the state of the game in a thread safe way.
