E-mail notification management

• [ ] Move from twig files to database
• [ ] Allow editing of templates with Twig
• [ ] Cache twig files so they don't need to be retrieved and re-generated from the database for each e-mail
• [ ] Evaluate the templates when saving to prevent Twig errors from stopping mailings
