A few changes, possible spin off to separate tasks:
[x] make the footer slightly larger on mobile. It's pretty tiny.
[ ] hover for the latest announcement (#21), even if it's previously closed (but only if it's less than X number of days, if this has to share space with other things in the footer)
[ ] otherwise, show random motivational text or other fun stuff
