Add tooltips to icons #2

Every button and indicator should have a simple explanation as tooltip.

The question these tooltips should answer is "what will happen if I press this?" or "what does this icon indicate?"

Negative example: "Every post that meets a common threshold for eligibility circulates evenly, exposing more ideas to people: no lie count, no click-bait, no domination."

Better would be: "This post/comment does not yet meet the threshold for wide circulation."

Even better would be the additional information of what needs to happen to meet that threshold.
