Fixes libtorrent issue by reverting to a valid version of libtorrent

OK, done. Note that the plugin installation from the TrueNAS UI will still fail, as the packages are installed elsewhere and still refer to that broken/missing py39-libtorrent-rasterbar pkg. I'll submit a patch to upstream, but those can take a long time to be merged.

As a workaround, you can install the plugin from the command line as follows:

fetch https://raw.githubusercontent.com/jsegaert/iocage-my-plugins/13.1-RELEASE/deluge-pip.json
iocage fetch -P deluge-pip.json -n deluge-plugin

The last part deluge-plugin is the whatever name you want to give it. Successfully tested on TrueNAS-13.0-U3.1.
