Buildings missing resources in their working areas doesn't stop reporting the problem #522

In several cases I've exerienced for example woodcutters and wineries report that they cannot find any wood or doesn't have enough room for planting grapes, and when the working area is changed or trees have been planted, the building still report the problem.

This might be related to the Messenger functionality, and not the buildings.
