Fix README to work with Python 2 and 3. #102

Fix #79. Take dorfsmay's suggestion and apply it, now that 'file' is no longer available in Python 3.

Hi Joseph, I merged in another pull request that handles file encodings properly and in doing so fixes this issue. I'm going to close this PR but wanted to thank you for your contribution!
