This cartridge is unusual in that it has 4 ROM chips (and a DSP-1 chip): http://snescentral.com/article.php?id=0790

Looking at ares's cartridge board database, this also seems to have some sort of custom hardware for switching between the ROM chips that will need to be emulated for this to work.
