Some blocks not being recorded or fanned out #195

Per user report at https://twitter.com/vex0rian/status/602994318584971264, some blocks aren't getting fanned out to subscribers. Investigate, try to repro and fix.

This seems to be a persistent issue. Not sure block together is working right.
