Adds the Contributor Covenant code of conduct to the repo.

@jsha, let me know if [blocktogether@lists.riseup.net] is not the right email address to use. I found it on the Block Together site. However, I'm not sure if it would allow you to "maintain confidentiality with regard to the reporter of an incident".

Yeah, blocktogether@lists.riseup.net is a public list, so no confidentiality. Maybe change it to "by DM to @blocktogether?" I'll set the DMs to be open to everyone.
