7 years ago Not confirmed. Firefox 52.0 (64 bit) @ win10 I checked several profiles, few games and even on different languages (due to difference in date formats).
Please provide exact url where problem located, so we can check again.

Here is a larger image from my end. It is worth noting that achievements are scrambled throughout the entire page on my end.

7 years ago This seems to occur when visiting the page via HTTPS. Using HTTP instead results in the list sorting correctly. Changing the issue title to properly reflect this.

Through HTTP works correctly. But through HTTPS sorting is kinda random.
Last time I checked this bug, I was not very attentive. On many games and profiles I checked, only few from many achievements, was not in their place. Like here: https://steamcommunity.com/id/ashcraft/stats/CivV/?tab=achievements
Sort by Date Unlocked functionality works correctly in Chrome, but seems to have some issues in Firefox 52 on Windows 10. Disabling all other add-ons does not seem to affect this. Enabling Sort by Date Unlocked causes achievements to change position, just not according to any pattern I can figure out. Appears to happen with all games and user profiles.
Here is an example:
