@Zerathos I have experienced this issue as well, most notably when I launched a second game (to play) and the timer expired for whichever game was idling. The timer would expire, and then, according to Steam. I was no longer idling the first game.
Are any other games running in the background? On Windows 7, open Task Manager (press 'ctrl + shift + esc`) and look for game processes (the process of whichever game is idling should not appear. The only Steam or game-related processes running should be Steam.exe, steamwebhelper.exe, IdleMaster.exe, and steam-idle.exe. (Tip: Check "show processes from all users" if the Steam and Idle Master EXEs are not shown.)

Well it's a little hard to check months after the event, but I do seem to recall checking that and not seeing anything. It only happened that one time, and restarting the program fixed it.
Idle Master is connected and in-game, but Steam does not recognize this and thus no cards are dropped.
