is this only for use w/ Polymer? #26

I think this is effectively a Polymer plugin (behavior? sorry, I'm not a Polymer developer), right? I mean, is Polymer required to use this?

I'm just checking b/c this description "A web component centric solution for i18n (inspired by pkaske/i18-n and ebidel/i18n-msg). Designed for individual web components that come with translations built into the component." makes it sound to me like it could be used w/ non-Polymer web components.

There is a branch that is working on removing the polymer dependency and should work with any web component. So it is in progress.
