This is intended to avoid confusion as expressed in https://github.com/jshint/jshint/issues/3261

@skanaar Would this change have answered the question that led you to https://github.com/jshint/jshint/issues/3261 ? If so, then I'll merge it and close that issue. If not, could you suggest how we might extend it?
