We need a way to automatically build an Azure lab environment containing a resource group, necessary networking, and deploy a PA VM image.

Outputs: mgmt FQDN FQDN associated with untrust (tunnel peering) information necessary to start the VM in the morning

Backend: TFCB (free tier)
