As an authorized ERP user, I want to be able to enable or disable system trigger rules, so that their usage is allowed only when appropriate.

Given When Then
An authorized user toggling a trigger to ON the trigger is OFF the trigger is toggle to ON and the rule starts getting applied
An authorized user toggling a trigger to OFF the trigger is ON the trigger is toggle to OFF and the rule stops being applied
