Runtime validator - Statements #38

Started working on fleshing out the runtime validator.

First step: Get statements to work.

@Raynos is this PR something you're trying to get merged in right now, or a working branch as a place to have conversation? Are there any questions or discussion topics you'd like to talk about here?

@jden I want to start working on getting the validator up.

There is no discussions to be had yet. Just putting the PR up instead of committing directly to master :D

Since this is just runtime & tests, I'm going to merge for cleanliness.
