NO Servce in Notification #67

What steps will reproduce the problem?
1.I cannot connect 3g 
2.while the apn setting phone is rebooting 
3.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
2.11 or 2.11a before I had install 2.10 with kernelupdate

When I turn on wifi network signal bar is changed into 
Gray colour and still not showing network provider name
No Service on status bar
