NO Service on Notification #71

What steps will reproduce the problem?
1.Mobile Networks --> Network Operators is unable to search for 
networks (both automatically and manually).  
2.It says "Error While Searching for Networks".
3.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
aurora 1cs 2.11a whit 2.11a update2
