fix heightmap launch so that it can work with nodelet. #694

元のプログラムで roslaunch jsk_footstep_planner heightmap.launch を呼ぶと roslaunch file contains multiple nodes named [/heightmap_nodelet]. というエラーが出てしまうので、 それが出ないようにするための変更です。
