New release into Melodic #778

@k-okada Currently there are regressions in this package on Melodic, mostly because eus_qpoases can't build anymore: https://build.ros.org/view/Mbin_uB64/job/Mbin_uB64__eus_qpoases__ubuntu_bionic_amd64__binary/19/ .

The reasons seems to be that https://projects.coin-or.org no longer hosts subversion, and is instead git now. It also seems like this is already fixed in this package.

Can you please do a new release of this package into Melodic? Thanks.
