[naoqieus] delete or add comments to :animated-speak in #557

[kochigami]

I closed https://github.com/ros-naoqi/naoqi_driver/pull/65, but #557 still exists.

I have to choose one of them:

• add it to kochigami-develop (naoqi_driver)
• add it to naoqi_apps, not naoqi_driver [EDIT: I chose this!]
• delete it and modify methods in https://github.com/jsk-ros-pkg/jsk_robot/issues/475

Then, I have to delete or add comments to test of #998 .
