[jsk_robot_startup] Fix mongodb_replicate_on_write param #1845

This PR fixes rosparam mongodb_replicate_on_write. I made a mistake about naming this parmeter when I added it.

If this parameter is true, we can search both robot internal mongo sever and replicateions server.
