rosdep key missing for rqt_plugins? #866

jsk_rqt_plugins refers to python3-urlgrabber which doesn't exist in rosdep. :)

It seems there is no python3 port for current python versions around... But I also can't find references to the package in this repository anymore. Is the dependency even needed?
