Update AVR32 toolchain #13

After upgrade

Header files should be updated too, but I cannot find the package for the AVR32 header files only from the old location. Instead, the bundle of new version of AVR8 and AVR32 header files can be downloaded from http://www.atmel.com/Images/avr-headers-3.2.3.791.zip
